Budget Analyst

Supports the apportioning and allotting of bureau assigned accounts in coordination with the Office of Budget and Planning (BP).

Validates funds availability, tracking and reporting of assigned accounts to ensure accuracy of financial management systems, records and congressional or other reporting.

Develops guidance associated with the Funds Approval process; collaborates with FAO team during the implementation stage.

Drafts or coordinates responses and provides information, explanations, and clarifications that respond to Department, OMB and Congressional questions and inquiries.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience utilizing federal budget techniques, to include commonly used budgetary methods, practices, procedures, regulation, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned organization(s).

Experience with developing briefing materials for senior leadership, to include talking points, budget analysis, budget charts and/or data analysis, technical or mandatory reports Experience developing and amending budgetary policy and process documents in alignment with Agency strategic goals and administration policy.

Experience developing guidance and training documents and/or presentations on department processes, especially on budget. There is no substitute of education for specialized experience for the GS-13 position.
