Recent Graduate - Budget Analyst

This is a career ladder progression position; the incumbent will serve in a developmental capacity, wherein the work is less complex in nature and the supervisor or a senior level employee provides specific instruction and guidance.

For the GS-07 level: Uses accepted budgetary methods and techniques to check the accuracy and consistency of data related to obligations, expenditures, revenues, and reimbursements. Determines whether funds are being used on a timely basis to support the organization's mission and objectives in accordance with the annual work plan.

With guidance from higher-graded analysts or supervisors, performs or assists with budgetary assignments. Participates in efforts regarding long and short-range financial planning for assigned organizations and may participate on teams or committees to discuss budget planning, management, policies, and procedures.

Participates in preparing recurring reports and conducts preliminary research for special projects or other data requests. Performs other duties as assigned. For the GS-09 level: Uses accepted budgetary methods and techniques to check the accuracy and consistency of data related to obligations, expenditures, revenues, and reimbursements.

Determines whether funds are being used on a timely basis to support the organization's mission and objectives in accordance with the annual work plan. Provides budgetary support for assigned programs, divisions, or sub-agencies.

Performs or assists with budgetary assignments in efforts regarding long and short-range financial planning for assigned organizations and may participate on teams or committees to discuss budget planning, management, policies, and procedures.

Assists in preparing recurring reports and conducts preliminary research for special projects or other data requests. Performs other duties as assigned.

Applicants must have graduated, within the past two years, (with an associate, bachelor, master, professional, doctorate, diploma, vocational, technical degree, or certificate, etc.) from a qualifying educational institution or career or technical educational program including registered Apprenticeship Programs, Peace Corps, AmeriCorps, Job Corps, Climate Corps).

Veterans unable to apply within two years of receiving their degree or certificate due to military service obligation have up to six years after degree or certificate completion. To qualify for the Recent Graduate - Budget Analyst, you must meet one of the options as described by grade level below.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level. To qualify for the GS-07: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-05, in the Federal Service.

Specialized experience is defined as the following: Assisting higher-graded budget analysts or supervisors by gathering and verifying information for a variety of budget/financial reports; and Using Excel, financial management systems and/or automated software programs to assist with creating documents, reports, and/or basic spreadsheets.

OR Education: You may also qualify based on 1 full year of graduate level education or superior academic achievement. Superior Academic Achievement (SAA) is automatically qualifying for the GS-7 level.

SAA is based upon one of the following three criteria: 1) Class standing - you must be in the upper third of the graduating class in the college, university or major subdivision based on completed courses; or 2) Grade Point Average (GPA) - you must have a cumulative GPA of 3.0 or higher (out of a possible 4.0) based on 4 years of education or based on courses completed during the final 2 years or a 3.5 GPA in the major field of study completed during the final 2 years of the curriculum; or 3) Election to membership in a national scholastic honor society.

OR Combination of experience and education: Possess a combination of specialized experience as described above AND graduate education as described above, which when combined would equate to at least 100%.

To qualify for the GS-09: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07, in the Federal Service.

Specialized experience is defined as the following: Qualifying specialized experience is defined as the following: you must meet 2 out of the 3: Analyzing and evaluating financial and budgetary information. Assisting with formulating, executing, and monitoring budgets for an organization.

Using financial management systems and/or automated software programs to create documents, reports, and/or spreadsheets.

OR Education: Possess a master's or equivalent graduate degree, or two (2) full years of progressively higher-level graduate education leading to such a degree, or LL.B or J.D, if related, that provides the knowledge, skills and abilities necessary to do the work of this position; OR Combination of experience and education: Possess a combination of specialized experience as described above AND graduate education as described above, which when combined would equate to at least 100%.
