This Public Notice is to gather applications which may or may not result in a referral or selection. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 9905 of title 5, U.S. Code. Please read this Public Notice in its entirety prior to submitting your application for consideration.
Incumbents typical work assignments may include the following: Serves as the Deputy to the TRMC Chief Financial Officer (CFO). Assists the CFO in overseeing all fiduciary activities for the appropriation funded programs and projects and the Planning, Programming, Budgeting, Execution activities for the TRMC.
Assists in overseeing the TRMC travel program and serves as an approving official for the Defense Travel System, the Defense Agencies Initiative, and the Government Purchase Card Program. Serves as an Appropriation Manager for TRMC appropriations and informs the CFO of all fiscal matters.
Assists in conducting TRMC financial reviews, special analyses, studies, and examination of the Office of the Secretary of War and TRMC budget and financial management operations. Assumes fiscal responsibility for monitoring and controlling annual TRMC appropriations.
Assists the CFO, the TRMC Director, and the Program Managers with the various administrative aspects of executing the budget and identifies issues and proposes alternative to resolve problems associated with the budget justification and certification to higher authority.
Reviews, evaluates, and monitors assigned operating programs to exercise control of funding balances. Reprograms funds within established funding limitations to provide for newly assigned missions or restructured programs, which are not predictable during the regular budgeting cycle.
Accomplishes major reprogramming actions associated with items of congressional interest for formal presentation to the congressional oversight committees after approval by higher authority or where the amount exceeds established reprogramming threshold.
Analyzes and interprets budget directives and requirements issued by the Under Secretary of War (Comptroller), Office of Management and Budget, Congress, the Treasury Department, and the Office of the Secretary of War.
Analyzes estimates submitted by the various offices in terms of budget directives and requirements, reasonableness of the requests, the nature and scope of the program, past and expected program accomplishments, workload involved, and amount and nature of position likely to be encountered during review.
In order to qualify for this position, you must meet the requirements described below. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0500/financial-administration-and-program-series-0501/ You may qualify at the NH-4 (GS-14/15) level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-3 (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: Applying expertise in Planning, Programming, Budgeting, and Execution.
Applying program evaluation methods to assess accomplishments and determine resource and programmatic needs. Applying acquisition and life cycle management policies, procedures, and practices. Applying contracting regulations, principles, and processes, including the Federal Acquisition Regulation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
