Budget Analyst (DETAIL)

Incumbent typical work assignments may include the following: This is a 1-year detail with an option to extend up to three years. Formulates, defends, and executes the BOND Program's annual budget.

Closely monitors commitments, obligations, and expenditures to ensure optimal use of funds and full compliance with OUSW(A&S) and OUSW(A&S) execution benchmarks.

Designs, develops, and implements financial management standard operating procedures (SOPs), tracking systems, and administrative control workflows for the newly established BOND Program office. Translates broad organizational concepts into structured budget processes, ensuring long-term program sustainability.

Drafts, coordinates, and executes complex financial and interagency transfer agreements to facilitate the deployment of resources.

Structures and manages Military Interdepartmental Purchase Requests (MIPRs), Interagency Agreements (IAAs), Memorandums of Agreement (MOAs), and Memorandums of Understanding (MOUs) to transfer funds to receiving DoW components, host contracting activities, and external partners.

Conducts complex cost-benefit, economic, and variance analyses of proposed DoW business and modernization initiatives.

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the NH-IV level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-III (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: (1) Formulating, defending, and executing annual program budgets; establishing new financial Standard Operating Procedures (SOPs), tracking systems, or administrative controls for a newly established or evolving program office.

(2) Structuring, coordinating, and executing formal funding agreements and transfer mechanisms (such as Interagency Agreements, Memorandums of Agreement, or specialized research contracts). (3) Conducting complex cost-benefit, economic, or variance analyses of proposed business operations or modernization initiatives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
