This position is located in the Department of Homeland Security, Customs and Border Protection, Office of Finance, Budget Office, The incumbent performs budgetary functions and the purpose of this position is to advise and formulate budget requirements for all phases of work concerning the budget cycle.

Typical duties include: Providing advice to top management on Federal budget execution. Providing authoritative interpretations of congressional legislation and OMB policies and precedents and interprets and assesses the impact of new and revised congressional legislation on the formulation and execution of assigned program budgets.

Projecting and analyzing the potential effects of budgetary actions on program viability and the attainment of program objectives. Reviewing, approving, disapproving, and recommending the amount and timing of allotments of funds to agency components and programs.

Analyzing financial and budgetary relationships to develop recommendations for financial and/or budgetary actions. This position starts at a salary of $121,785.00 (GS-13, Step 1) to $187,093.00 (GS-14, Step 10) with promotion potential to $187,093 (GS-14 Step 10). Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Analyze, plan, design, coordinate, implement, and maintain agency budgets. Preparing financial plans, assess budget patterns and expenditures, and develop budget forecasts.

Using accounting principles, theories, and practices to complete a variety of financial and budget-related assignments. Evaluating cost impacts associated with revising existing programs or establishing new programs.

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Performing budget analysis and planning for agency programs and operations. Designing, coordinating, implementing, and maintaining agency budget processes and activities.

Preparing financial plans to support budget formulation, execution, and program decision-making. Analyze budget patterns, expenditures, and forecasts to identify trends and support resource planning. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/10/2026.
