Financial Management Analyst

Collects and analyzes financial data to formulate and project current-year and forecasted funding requirements.

Develops analytical tools such as spreadsheets, logs, and databases to capture current and historical financial data and produce cost projections.

Monitors Agency-wide programs, tracks expenditures and identifies trends, issues, and required adjustments impacted by changing policies.

Prepares reports, spreadsheets, correspondences, and materials supporting budget submissions including Exhibit 54 Space Justification Summary.

Meets with internal and external stakeholders to communicate funding plans and provide financial justifications.

Serves as a Contracting Officer Technical Representative (COTR), develops Statements of Work (SOW), Requests for Information (RFI), Requests for Proposals (RFP), evaluates proposals, and monitors service provider performance.

For the GS-13: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in the Federal service.

Specialized experience includes mastery knowledge of Office of Management and Budget (OMB) policies, federal budget processes, financial management tools, analytical methodologies; ability to design and execute complex financial analyses. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.

One year at the GS-12 level is required to meet the time-in-grade requirements for the GS- 13 level. Applicants must meet all eligibility requirements (e.g., time-in-grade and qualification requirements) within 30 days of the closing date specified in the vacancy announcement.
