As a Budget Analyst, you will perform the following duties: Assists with formulation of the operating program budget in coordination with senior budget analysts and management officials. Monitors fund distribution. Prepares supporting data or material for funding requests and budget justifications.

Provides advice and guidance to management officials on all budgetary matters. Monitors and tracks obligations/expenditures through continuing dialog with officials and staff, review of written documents and examination of records.

Using information technology, uses quantitative and qualitative methodologies, including trends and variation, to analyze and evaluate the quantity and quality of work, regulatory compliance of program operations, and effectiveness of services in meeting goals and objectives.

Identifies issues of concern in program areas, recommends and coordinates corrective actions, and effects change and procedural and process improvements, as necessary.

This Job Opportunity Announcement may be used to fill other Budget Analyst GS-0560-11, full performance level, GS-13, positions within the Department of Commerce in the same geographical location or local commuting area with the same qualifications and specialized experience.

SPECIALIZED EXPERIENCE To qualify at the GS-11 level: Applicants must possess one year of specialized experience equivalent to the GS-09 level in the Federal service or its non-Federal equivalent that includes: Analyzing and monitoring budget execution; Tracking obligations and expenditures and monitoring the availability of funds; Preparing budget reports or supporting documentation; and Providing guidance to management or program staff on budgetary matters.

Education Substitution: Applicants may meet the qualification requirements through a Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree, or an LL.M., if related.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social).

Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
