FINANCIAL MANAGEMENT ANALYST

You will analyze program obligations, cost trends, and variances to assess program fiscal performance.

You will utilize data from various systems to ensure budget estimates and execution are synchronized for use in financial and human resources decisions as well as budget formulations and execution; (i.e. DCPDS, DCPS, CARIS, WYPC, AND SABRS).

You will generate and evaluate financial reports and transactions from financial management systems to present to leadership and management to determine compliance with regulations.

You will apply various labor methods and techniques (i.e. labor surveys, funding levels, etc.) to determine labor requirements, i.e. man-hours, man-years, full time equivalents.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Performing complex financial analysis to forecast labor costs, Full-Time Equivalent (FTE) utilization, and personnel funding requirements, executing in-depth budget formulation and execution utilizing multiple funding appropriations, specifically Operations 7 Maintenance, Navy (OM&N), Research, Development, Test and Evaluation (RDT&E), and Reimbursable funding streams; 2) Serving as a technical point of contact within Navy ERP to manage labor execution and financial integrity, and independently resolving complex labor errors, including Gross Pay Record (GPR) corrections, undistributed Labor Transactions, and entering manual allocations; 3) Serving as primary POC and SME responsible for formulation, review, reconciliation, and submission of complex civilian personnel budget exhibits.
