BUDGET ANALYST (TITLE 32)

As a BUDGET ANALYST (TITLE 32), GS-0560-11, you will performs budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request. Analyzes and interprets NGB budgetary guidance to provide appropriate local budget policy and procedures.

Develops budget formulation assumptions, formats organizational requirements for budget submissions. Requests, reviews, analyzes, edits, and consolidates budget submissions before forwarding to NGB.

Develops appropriate narrative justification statements and presentation materials for budget submissions, un-funded requirements and programmatic changes.

Develops detailed programming and justification and documentation for estimates included in the overall ANG Financial Plan, DoD Program Objective Memorandums (POM), and DoD Future Year Defense Programs (FYDP). Makes formal presentation of the proposed submission to the Financial Manager (FM), commanders, center managers, and resource advisors.

Coordinates with NGB to appropriately defend estimates, answer specific questions, and provide clarification.

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709", and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians.

First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

Recruitment Incentive: May be paid to the candidate who is "newly appointed" into this federal government position. The bonus will be NTE $10,000. Payment will be a lump sum payment at the beginning of employment.

The candidate must agree in writing to remain in this position for a minimum of 12 months, and if they vacate that position for another technician, AGR or active-duty service position within the initial 12-month period, the Incentive may be recouped. Current onboard technicians, if selected, are not eligible for this bonus.

Military Grades: Enlisted: E3 thru E6 NOTE: Must be Financial Manager Level 2 qualified within 2 years of employment.

GENERAL EXPERIENCE: Must have experience with financial management budget administration, budget formulation, and budget execution with a high order of analytical ability, providing management oversight and guidance to the budget formulation and execution process, performs work that follows established methods and procedures; using practical knowledge of the operations, procedures, and policies of specific program areas or functional assignments; and problem solving techniques and the ability to communicate effectively both orally and in writing.

SPECIALIZED EXPERIENCE: GS-11: Do you have at least one year of specialized experiences at the GS-07 level or the equivalent which provides knowledge and/or experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures.

Candidate must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements.

A candidate must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures.
