FINANCIAL MANAGEMENT ANALYST

You will serve as an advisor and assistant to the Resourcing Branch Head and Deputy.

You will collaborate with Surface Warfare Resource Sponsors and external staffs to address key emergent issues, to include Budget Submitting Offices, Fleet, and codes under OPNAV and Deputies to the Assistant Secretary of the Navy.

You will prepare and proliferate programming guidance and schedules.

You will negotiate and resolve seams issues.

You will apply programmatic scrutiny to RS issues in support of POM formulation and potential execution year re-programming and actions.

You will apply knowledge in multiple appropriations, including development, procurement, maintenance, and military construction.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate performing duties such as the following: Utilizing all aspects of the Planning, Programming, Budgeting, and Execution (PPBE) process to analyze the Command's programs and resources; Managing and resolving resource sponsorship issues related to Program Objective Memorandum (POM) formulation and re-programming efforts; Applying capability-based analysis to the Program Objective Memorandum (POM) development process to determine prioritization of emergent issues; Collaborating with resource sponsors and external staff to resolve critical budget, accounting, and financial management programming issues; AND Preparing briefs for senior managers on program execution and providing recommendations to correct program variances or problem areas.
