Budget Analyst

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.

The duties may include, but are not limited to

Serves as the focal point for the control of all funds (Federal, State, and cooperative) allocated to the program.

Monitors the use and rate of expenditures and analyzes, advises, and discusses expenditures in agreements with the supervisor and staff.

Analyzes and reconciles transactions and runs various, non-routine reports.

Maintains administrative and program files in accordance with Federal records management policies, procedures, schedules and guidelines, APHIS policies, and the WS File Plan.

Compiles and prepares the annual operating, work, and financial plans for the program.

Responsible for reviewing, reporting, monitoring and following up on activities to ensure completion of financial commitments as identified in documents such as cooperative service agreements, interagency agreements, cooperative agreements, etc.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience concurrently managing appropriated and non-appropriated budgets with varying periods of performance, use restrictions, and legal requirements in accordance with federal policies and regulations.

Experience creating planned/committed ledger entries, salary projections, allocations, and agreements within financial systems. Experience analyzing, tracking, and reconciling expenditures across multiple projects by object class to maintain accurate financial oversight and support informed budget management.

Experience developing, maintaining, and explaining accounting reports for multiple program managers to ensure a thorough understanding of allocations, expenses, and remaining balances to meet needs/requirements.

OR A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education (36 semester hours, 54 quarter hours or equivalent) leading to such a degree in business, accounting, finance or other directly related field OR LL.B. or J.D., if related..

This education must have been successfully completed and obtained from an accredited school, college, or university. COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements.

The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
