This Public Notice is to gather applications which may or may not result in a referral or selection. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P. L. 116-92 and Section 9905 of Title 5 U.S.C.

Please read this Public Notice in its entirety prior to submitting your application for consideration. Incumbents typical work assignments may include the following: Provides expert level advice and assistance with regards to best practices and approaches to maintaining and innovating the DoW FM Certification Program (DFMCP).

Participates in strategic financial workforce management planning to advocate for DFMCP equities. Monitors programmatic key performance metrics to track user feedback, demonstrate educational impact, and reduce non-compliance. Manages the content development, syllabus design, and peer review process for all OUSW(C) sponsored FM educational courses.

Serves as Functional Representative, working with COR and KO to oversee all support contract activities.

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience: 1) Maintaining a working knowledge of DoW and OPM policies related to financial management workforce education; 2) Supports the maintenance and operation of web-based training architectures and electronic platforms for the FM workforce; and 3) Drafts and prepares communications for the FM functional community.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience: 1) Serves as an advanced financial program analyst formulating and maintaining functional knowledge of DoW and OPM policies, procedures, and programs related to financial management education, training, and development; 2) Oversee quality assurance for certification standards, manages continuous education audits, and directs workforce compliance initiatives; and 3) Develop presentations for leadership, FM workforce, and external partners translating complex data analytics into actionable insights and clear visual dashboards.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience: 1) Develop and maintain governance policies, procedures, manuals, and instructional documentation; 2) Exercise executive-level oversight, budgetary advocacy, and acquisition strategy for the IT systems, technical platforms, and digital infrastructure; and 3) Conceptualize and direct the procurement of next-generation enterprise learning management systems and complex e-learning support contracts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.

This "certification" must include your rank, dates of active duty service, type of discharge and character of service (i.e. honorable), and date any terminal leave will begin. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters.

Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible". Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave.
