Budget Analyst

This position starts at a salary of $125,776.00 (GS-14, Step 1) to $163,514.00 (GS-14, Step 10). You will serve as a Budget Analyst located within the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Immediate Office of the Executive Assistant Commissioner (EAC).

While serving as a Budget Analyst, your duties will include: Preparing and analyzing budgetary and financial information to evaluate changes in program plans, funding, and their impact on financial and budget milestones.

Advising leadership and program managers on budget planning, funding strategies, and financial management to support acquisition programs and resource allocation decisions. Developing and implementing guidance, policy, and procedures for budget formulation, justification, execution, and review across multi-year budget cycles.

Monitoring the execution of approved budgets, tracking obligations and expenditures, and ensuring funds are properly allocated and utilized in support of program objectives.

Collaborating with internal and external stakeholders to review, consolidate, and present budget estimates, justifications, and reports for department-level and congressional submissions.

Specialized Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Evaluating budgetary relationships and financial data to identify trends, gaps, and impacts on program funding and resource allocation.

Facilitating the formulation, presentation, and justification of budget submissions for acquisition programs, including preparing estimates and supporting documentation. Interpreting fiscal laws, regulations, and policies to ensure compliance and to provide guidance on budget execution and adjustments.

Integrating information from multiple sources to develop recommendations for budgetary actions under rapidly changing conditions or deadlines. Consulting with program managers and stakeholders to resolve complex budgetary issues, negotiate funding requirements, and support decision-making processes.
