The posting
You will serve as the senior liaison for budget, accounting, or financial management policy and procedures within the organization.
You will direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization.
You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas.
You will provide interpretive and analytical advice on financial transactions and program execution; develop format and content to provide managers with various listings, reports, and data related to status of funds and the propriety of obligations.
You will ensure financial integrity, timeliness, accuracy and validity of supporting managerial accounting, budget execution and financial management reports.
You will coordinate the development and reporting of cost/performance information in support of mission tasks for the organization.
You will promulgate approved financial management policies within the organization based on DON policy and develop and issue implementing procedures.
You will conduct management evaluation of issues of financial consequence raised in audit reports, budget reviews, etc. and recommend alternatives for corrective action.
You will assign work to subordinates based on employees’ capabilities, develop performance standards, evaluate employee performance and provide oversight advice and instruction.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: Experience and expert knowledge in DoW's Planning, Programming, Budgeting, and Execution process. Experience and expert Knowledge in Appropriations Law. How the Purpose, Time, and Amount Statutes apply to Department of the Navy Appropriations.
Experience and possess technical expertise in Navy ERP, The system of record for Navy financial operations. Experience releasing funding, tracking commitments, and monitoring actual execution. Experience managing budgets for commands and/or programs of record and holding commands and/or programs accountable to execution plans.
Experience working and integrating into a high performing team while leading team efforts.
