The Lead Financial Management Specialist (Data Analytics) is to provide financial management advice and assistance; analyze financial programs through examination of policies and procedures; identify problems to assess financial operations.

Represents the team in dealing with the supervisor in obtaining supplies, needed information or decisions on work problems or issues that arise.

Performs financial management reviews and evaluations while identifying areas of need for further review, analyses and/or evaluation and plans.

Guides team in assessing its strengths and weaknesses and in exploring alternatives and determining what improvements can be made.

Participates in the work of the team, coaches and facilitates the selection and application of problem solving techniques or work methods, and assists team in identifying solutions, priorities in and organizing to accomplish the work.

Coordinates with appropriate staff offices to ensure all major areas of concern are covered by planning and programming documents.

Leads in design, development, and maintenance of automated dashboards, data models and analytic tools(e.g., Power Platform, APEX, Cognos) ensuring tools are delivered timely and stay within scope.

Assists in the development of data quality standards, validation protocols and standardized data pipelines across the team.

Combinations of education and experience may also be sufficient. In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-12 for the GS-13) in the Federal service, which demonstrates the ability to perform the duties of the position.

Specialized Experience Is Defined As Experience: (1) Providing financial management advice and assistance; conduct reviews, analyses and evaluations of financial programs through examination of existing regulations, internal controls, functional requirements, policies and procedures, transactions or systems outputs; develop recommendations, solutions and alternatives to effect management decisions.

(2) Designing, developing, and deploying automated dashboards, data models, and analytical tools (e.g., Power Platform, APEX, Cognos) to monitor financial execution and operational efficiency. (3) Leading or guiding teams in establishing data validation protocols, standardizing data pipelines and data quality standards.
