This position is being filled under Direct Hire Authority (DHA) in accordance with Section 5 U.S.C. 9905, as amended by P.L. 116-92, SEC 1109, further amended by P.L. 116-283, SEC 1117 and further amended by P.L.118-31, SEC 1104 and SEC 1250B.

Please read this Public Notice in its entirety prior to submitting your application for consideration. Incumbents typical work assignments may include the following: The incumbent of this position serves as a Financial Management Analyst responsible for advising senior management.

Responsible for providing expert analysis and research on special areas of concern and or assigned Order portfolios. Provides technical guidance and advice on all phases of the Planning, Programming, Budget, and Execution (PPE) pertaining to Reimbursable and Revolving Funds.

Conducts extensive research and makes recommendations that may impact on the structure, effectiveness, and efficiency of mission-oriented programs and operations..

Coordinates and plans execution related services, provides expert advice regarding the management of resources, and prepares forecasts that identify execution trends and issues with significant impact across the organization.

Additional Condition of Employment This position is designated as a Testing Designated Position (TDP) under the civilian drug-testing program. As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing.

The selectee must sign statements acknowledging the position is identified as a TDP. In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-09 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Analyzing discrepancies between financial systems and funding authorities, commitments, obligations and disbursements; 2) Knowledge of accounting and budget procedures related to appropriation controls, transfer of funds, reimbursement of expenditures, refunds of administrative expenses,; 3) Identifying fiscal, budgetary, and vulnerabilities affecting organization accounts and helping others come up with solutions to major execution challenges; and 4) Participating in administrative and analytical duties related to program planning and financial execution.

OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M, if related (Note: You must attach a copy of your transcripts for verification).

OR Combination of education and experience You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Participating in internal procedures and policies that support the financial management of the funds control and execution processes; 2) Preparing accurate and timely reports and financial statements based on broad analyses of complex financial issues, including programs and operations involving significant funding levels; 3) Identifying fiscal, budgetary, and accounting vulnerabilities affecting organization accounts and collaborating with others and coming up with solutions to major execution challenges; and 4) Performing a wide variety of administrative and analytical duties related to program planning and financial execution.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to 1) Process incoming orders in accordance with fiscal law ensuring the validity of transaction, 2) Monitoring funds availability of expired and unexpired appropriated funding; 3) Reviewing revenue, billing and cash transactions (collections and disbursements); and 4) Providing advice and guidance on financial policies, internal controls, resource management concepts, and execution strategies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.

This "certification" must include your rank, dates of active duty service, type of discharge and character of service (i.e. honorable), and date any terminal leave will begin. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters.

Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible". Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave.
