FACILITIES MANAGEMENT SPECIALIST

You will conduct comprehensive analyses of organizational missions, technological forecasts, and evolving operational requirements to develop long-range (5-10 year) capital investment strategies.

You will develop local facility procedures, standards, and guidelines where broad external policies lack specificity.

You will resolve critical conflicts between project requirements, budgetary constraints, and mission-critical timelines.

You will develop, justify, and manage assigned facility capital investment requirements.

You will establish criteria for evaluating program efficiency to defend competitive funding requests.

You will interpret broad, conflicting Federal, Department of War (DoW), and Department of the Navy (DON) regulations to develop localized compliance policies.

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: planning, coordinating, and/or managing site facility and real property programs, including at least three of the following: (1) long-range capital investment planning and space utilization; (2) providing technical oversight and integration for complex, multi-phase facility renovation, construction, or modernization projects across multi-disciplinary stakeholders (e.g., public works, tenant commands, contractors); (3) developing localized facility operating procedures and compliance policies; (4) managing facility budget requirements; (5) overseeing physical security, fire protection, and environmental safety programs.

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: managing day-to-day building operations and implementing preventive maintenance and facility repair schedules across multiple facilities; monitoring, inspecting, and evaluating contractor performance for facility operations and service contracts (e.g., custodial, grounds, HVAC, mechanical maintenance); evaluating space utilization and coordinating personnel or equipment relocations; serving as a property, physical security, or safety coordinator; and establishing common business processes (CBPs) to ensure operational compliance.
