ENVIRONMENTAL ENGINEER

You will conduct pollution control surveys throughout the Shipyard to investigate compliance with applicable standards.

You will represent the Portsmouth Naval Shipyard during negotiations with regulatory agencies and public hearings associated with environmental permit/licensing processes.

You will advise management on new environmental regulations having an impact on operations.

You will complete permit applications and submit changes as necessary for management review.

SPECIALIZED EXPERIENCE: In addition to the basic requirements, in order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the federal service or equivalent experience in the private or public sector.

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular competencies/knowledge, skills, and abilities, to perform successfully the duties of the position and is typically in or related to the work of the position.

Specialized experience must demonstrate the following: FOR GS-11 (one year of specialized experience equivalent to GS-09): Experience with federal, state, local, and Navy environmental laws and regulations to establish the need for, develop, and update environmental programs to ensure that Shipyard operations are conducted in compliance with all regulations.

Experience identifying and resolving critical problems encountered in the development and implementation of the Shipyard Environmental Protection Program.

Experience assisting with conducting comprehensive engineering studies to determine the most feasible corrective measures and recommending appropriate action for various environmental deficiencies.

FOR GS-12 (one year of specialized experience equivalent to GS-11): Experience managing environmental programs that meet all applicable Federal, State, and local environmental laws and regulations, including: the Clean Air Act (CAA), the Clean Water Act (CWA), Emergency Response, Environmental Audits, Environmental Training, Hazardous Waste, Sample Management, Environmental Management Systems (EMS) and Tank Management.

Experience conducting comprehensive engineering studies to determine the most feasible corrective measures and recommending appropriate action for various environmental deficiencies. Experience reviewing construction projects for environmental impact and/or environmental requirements.

Experience conducting formal and informal training for Shipyard personnel for environmental awareness.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following directly-related education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: GS-11: 3 years of progressively higher-level graduate education leading to a Ph.D. degree, or Ph.D. or equivalent doctoral degree, directly related to the position.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of directly-related education and experience may be combined to meet the total qualification requirements for GS-11. GS-12: There is no substitution of education for experience at the GS-12 grade level. Are you using your education to qualify?
