This position is being filled under Direct Hire Authority (DHA) in accordance with Section 5 U.S.C. 9905, as amended by P.L. 116-92, SEC 1109, further amended by P.L. 116-283, SEC 1117 and further amended by P.L.118-31, SEC 1104 and SEC 1250B Please read this Public Notice in its entirety prior to submitting your application for consideration.

Incumbents typical work assignments may include the following: Installs, maintains, modifies, tests, troubleshoots, and repairs secondary power distribution systems, secure electrical infrastructure, and building electrical systems, including conduits, transformers, motor controls, and emergency power systems.

Performs journey-level electrician duties for specialized ICD 705-compliant Sensitive Compartmented Information Facility (SCIF) construction and TEMPEST-capable infrastructure projects, ensuring strict adherence to secure construction standards, grounding, and bonding requirements.

Works from building plans, blueprints, secure construction drawings, and wiring diagrams to plan and lay out the routing, placement, type, and size of electrical lines, circuits, and equipment for safe and compliant operation.

Identifies electrical system deficiencies, equipment malfunctions, and unsafe operating conditions; determines corrective actions and performs all necessary repairs, installations, and modifications to maintain operational readiness.

Coordinates work activities with project managers, engineering personnel, quality assurance, and security personnel during secure construction operations and infrastructure modifications.

Experience for the WG-10 is defined as experience that demonstrates the ability to: Ability to Independently performing journey-level electrical tasks, including installing, maintaining, troubleshooting, and repairing complex electrical systems, secondary power distribution, and digital control systems in commercial, industrial, or secure federal facilities; AND interpret blueprint schematics, ensuring compliance with the National Electrical Code (NEC), and executing specialized installation requirements for secure infrastructure (such as ICD 705 SCIF and TEMPEST-capable environments) with minimal technical supervision.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire.

Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the questions.

The screen-out element for this position is "Ability To Do The Work of the Position Without Normal Supervision". PHYSICAL EFFORT/REQUIREMENTS: Work requires the incumbent to stand, stoop, bend, kneel, climb, and work often from ladders, scaffolding and to work in uncomfortable positions.

The incumbent frequently lifts, carries, and sets up parts tools, and equipment that weighs up to 20 pounds and less often up to 40 pounds. Occasionally with assistance, the incumbent must lift or move moderately heavy objects weighing in excess of 40 pounds. WORKING CONDITIONS: Work is performed both on the interior and exterior of buildings.

Work must sometimes be performed during exposure to inclement weather; in work areas that are noisy, dirty, dusty, and greasy. The incumbent is occasionally exposed to the possibility of injury from falling, electrical shock, burns, and electric motor driven equipment. Frequently exposed to the possibility of cuts and bruises.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.

A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.

This "certification" must include your rank, dates of active duty service, type of discharge and character of service (i.e. honorable), and date any terminal leave will begin. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters.

Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible". Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave.
