You will be responsible for resolving difficult and complex electrical and electronic installation and electrical repair and/or alteration problems requiring original and highly innovative solutions.
You will review equipment selections and installation plans for new ships designed by other agencies for MSC use to determine overall electrical/electronic system design suitability.
You will develop technical requirements for shipboard electrical and electronic systems in support of the MSC mission and US Navy new vessel acquisitions via NAVSEA Program Executive Office (PEO) Ships.
You will give advice, counsel and instructions to employees on both work and administrative matters.
GS-14 Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: Experience in planning, budgeting, development, implementation, and administration of complex engineering programs.
This includes managing the design, procurement, and installation of new electrical and electronic systems, the maintenance and modification of existing systems on maritime vessels, and the engineering analysis of existing systems. Experience coordinating with and applying regulations from maritime and naval agencies such as the U.S.
Coast Guard (USCG), American Bureau of Shipping (ABS), and Naval Sea Systems Command (NAVSEA). This includes the ability to reconcile interdepartmental conflicts, resolve divergent regulations, and represent the organization in technical matters with both internal and external stakeholders. Experience in managing a technical team of engineers.
This includes planning and assigning work, developing performance standards, evaluating work performance, overseeing staffing and recruitment, and handling administrative and personnel management responsibilities. The candidate must have the capability of directing the work of subordinate employees and providing technical guidance and mentorship.
Experience in electrical and electronic engineering principles, theories, and practices. This includes comprehensive knowledge of shipboard power generation and electric propulsion, distribution systems (high, medium, and low voltage), lighting, navigation electronics and communication systems.
