INTERDISC-Computer Engineer/Electronics Engineer/Operations Research Analyst/Computer Scientist

The primary purpose of this position is to serve as a team member providing technical expertise in system engineering design establishing quantitative system-wide performance baselines; conducting trend analysis; integrating new command, control and communications (C3) systems into the Nuclear Command, Control and Communications (NC3) enterprise; identifying system deficiencies; recommending solutions and verifying the effectiveness of corrective actions; and developing recommendations and procedures needed to improve overall system performance.

Duties: 1. Performs professional systems engineering work involved in the application of advanced theories, concepts, principles, and processes to the acquisition, development, or sustainment of NC3 systems, subsystems, and/or support equipment.

Applies expert engineering and mastery of advanced engineering theories, principles, concepts, standards and methods to ensure assigned projects remain consistent with NC3 program objectives, costs, schedules, performance criteria, and existing policies. 2.

Functions as the NC3 Enterprise Operations Division's technical specialist in developing system performance requirements, objectives and integration, and the estimation of time and resources for system design, development, and support. Resolves unique or novel problems related to system design and development engineering. 3.

Performs complex and comprehensive analysis and uses systematic, disciplined, and quantifiable approaches to implement, develop, and document engineering projects.

Evaluates procedures and employs innovative techniques and methods to achieve goals in support of engineering reviews and/or panels, develops evaluations and technical justifications of feasibility, practicability, and technical soundness, recognizing priorities as well as the urgency of the situation. 4.

Serves as a consultant and technical expert to senior subject matter specialists and/or agency officials responsible for broad program operations. Serves as a technical expert for Ops Division and provides status and advisory services to superiors on problems, issues, and projects in assigned program areas.

This is an Interdisciplinary position that may be filled as a Computer Engineer, GG-0854-13, Electronics Engineer, GG-0855-13, Operations Research Analyst GG-1515-13, or Computer Scientist, GG-1550-13 in the Cyber Excepted Service (CES).

The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: COMPUTER ENGINEER/ ELECTRONICS ENGINEER GG-0854/0855-13 A.

Degree: Engineering.

To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR B.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

Degree: Operations Research OR B. At least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

OR COMPUTER SCIENTIST GG-1550-13 A. Degree: Computer Science OR B. Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

All academic degrees and course work must be from accredited or pre-accredited institutions.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.

Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in systems engineering and related fields, such as would be gained through extended graduate study or experience.

The incumbent applies this knowledge to difficult and complex assignments, developing new methods, approaches, or procedures to resolve unprecedented NC3 architecture and systems engineering problems. This level of knowledge is necessary to address advanced technical issues and provide authoritative advice within the branch.

Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of engineering concepts, principles, practices, standards, methods, and techniques to effectively apply advanced engineering theories, principles and concepts to project development, execution, and advisory services. 2.

Knowledge of development testing and evaluation sufficient to apply experimental theories and new applications to issues and provide technical advice and direction in support of telecommunication systems, subsystems, and/or support equipment. 3.

Knowledge of systems engineering practices and procedures as they pertain to sustainment, modification, logistics, and production management principles, concepts, policies, and systems; of standard acquisition regulations, practices, and procedures; and of other engineering disciplines 4.

Skill in applying an advanced analytical technique such as; mathematical modeling, systems and statistical analysis to analyze and evaluate technical solutions and technologies. 5.

Ability to devise and evaluate criteria, parameters, characteristics, and interrelationships for design approaches, and to assess the impact of new technology on current systems and processes. 6. Ability to research patterns to develop new methods, criteria, or proposed new telecommunications policies and procedures.

Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies. CONDITIONS OF EMPLOYMENT CONTINUED: 1.

This position includes Cyberspace work as a paramount duty requirement. Per DoDM 8140.03, para 4.2.a.(2)., requires foundational qualification requirements within 9 months of assignment to a cyberspace work role and resident qualification requirements within 12 months of assignment to a cyberspace work role.

A waiver of these requirements may be granted per DoDM 8140.03. Failure to achieve and maintain the proper Cyberspace Qualification may result in removal from this position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
