Supervisory Industry Economist (Associate Division Chief)

As Associate Division Chief, the incumbent serves as subject matter expert and advisor, providing leadership and oversight to a professional staff of data scientists, economists, IT Specialist, and other professional and technical employees.

The Supervisory Industry Economist has responsibility for (a) providing OEA economic analysis oversight, strategic planning, policy recommendations, and establishing goals and objectives for economics, standards, data models, modeling, and simulation; (b) working with OEA senior leadership to provide program guidance and/or advice; (c) overseeing the coordination and implementation of data analytics, economic research, strategy, regulations, Executive Orders, OMB Circulars, and Agency goals and objectives; (d) managing data and economic analytics from planning through execution; (e) providing senior-level analytic and technical support to Bureaus and Offices, and (f) supervising data scientists, economists, IT specialists, project managers, and other staff.

The incumbent reports to the Chief of the Data Division and/or other OEA leadership on specific assignments, projects and initiatives.

GS-15 In order to be deemed as qualified candidate's resumes must demonstrate the required specialized experience in addition to the required competencies listed below. In addition, candidates must meet the educational qualification requirement.

Education-Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus OR a combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

AND Specialized Experience Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 the Federal service. For this position, specialized experience includes the following: 1.

Overseeing the design, implementation, or improvement of advanced data analytics involving large or nationwide datasets, complex geospatial data, and/or crowd-sourced technical datasets requiring sophisticated data cleansing techniques; 2.

Establishing or implementing data quality, data validation, data management, or analytical standards and processes across multiple programs or organizational components; 3.

Providing technical leadership in the use of advanced statistical, analytical, computational, or data science methods to evaluate data quality, solve complex problems, identify trends, and support organizational or policy decisions; 4.

Advising senior management on complex data, analytical, technical, or program issues and translating technical findings into clear recommendations for technical and non-technical audiences; and 5.

Leading multidisciplinary teams and projects involving economists, data scientists, analysts, information technology professionals, project managers, contractors, or other technical and professional staff.

SME REVIEW Subject matter experts will review your application to determine if you meet the specialized experience in addition to the following required Knowledge, Skills and Abilities (KSA's): Ability to apply advanced economics, data science, statistical, computational, geospatial, and analytical methods to large, complex, structured, and unstructured datasets to identify patterns, evaluate data quality, solve complex problems, and develop reliable findings that support organizational and policy decisions.

Skill leading the development and implementation of complex business logic, data process flows, data quality controls, large-scale data collections, and data algorithms to ensure that organizational data are accurate, complete, usable, and appropriately managed.

Skill leading complex data programs, projects, and multidisciplinary teams involving economists, data scientists, analysts, IT professionals, contractors, and other stakeholders.

Ability to effectively establish priorities, allocate resources, resolve technical and programmatic problems, evaluate results, and ensure successful completion of major organizational initiatives.

Ability to communicate complex economics, modeling, data science, and other analytical and technical information clearly to senior executives, policymakers, attorneys, technical specialists, regulated entities, and other stakeholders; and in so doing, provide authoritative advice and recommendations that translate complex governance and analytical findings into understandable information supporting executive-level decision-making.
