Supervisory Environmental Policy Analyst

At the full performance level of this position, you will: Plan, organize, and direct work to accomplish program and organizational objectives while researching, interpreting, analyzing, and applying applicable laws, regulations, and guidance to ensure compliance with legal and regulatory requirements.

Exercise supervisory personnel management responsibilities to promote an environment that empowers employees to participate in and contribute to effective mission accomplishment.

Represent the Agency by building and maintaining effective working relationships with high-level officials within EPA, other Federal, State, local, and Tribal agencies, private industry, and public municipalities to coordinate, negotiate, and resolve complex program issues.

Serve as an authoritative expert and national program manager for the implementation of national ambient air quality standards for criteria air pollutants and the long-range visibility protection program for Federal Class I areas (Clean Air Act title I).

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. One or more positions may be filled (in the organization advertised and/or in other organizations), if appropriate to the position.

In addition to the basic entry education requirements, you must have specialized experience and/or directly related education as described below: To qualify for the GS-14 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-13 level defined as providing technical advice on environmental or air quality programs; establishing or implementing policies, procedures, and guidance to accomplish program goals and resolve operational problems; and coaching, mentoring, or providing direction to staff or workgroups.

To qualify for the GS-15 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-14 level defined as overseeing or leading an environmental protection program or project related to air quality; researching, analyzing, and resolving policy, regulatory, or technical issues; and leading workgroups, projects, and/or programs involving multiple stakeholders and shifting priorities.
