Position Summary
UpSlope is seeking a Senior Database Developer / Contract Manager to support the Department of Homeland Security (DHS), Office of Homeland Security Statistics (OHSS), Report Automation Support Services requirement. The position will serve as the senior contractor representative and single point of contact for the Contracting Officer and Contracting Officer's Representative (COR), while supporting OHSS report automation, database administration, data management, and overall technical execution.
Primary Responsibilities
Serve as the Contractor's senior-level Contract Manager and primary point of contact for the Contracting Officer and COR.
Maintain awareness of Contractor activities and performance across all task areas.
Support OHSS report automation and database administration activities.
Support modernization of OHSS report-production processes and associated IT solutions.
Support development and maintenance of data-management frameworks, repositories, and data warehouses.
Support data collection, storage, processing, analysis, data quality, security, and accessibility initiatives.
Support automated data workflows, data integration, validation, cleansing, and reporting capabilities.
Coordinate Contractor personnel, priorities, deliverables, issues, and Government requirements.
Support development and maintenance of technical documentation and SOPs.
Maintain staffing continuity and ensure required support levels are sustained.
Coordinate with Government stakeholders on technical and operational issues.
Be available during 8:30 AM-5:00 PM ET, Monday-Friday.
Respond to Government requests for discussion/problem resolution within 24 hours.
Minimum Qualifications
Demonstrated senior-level database development, administration, data-management, or related IT experience.
Ability to manage technical personnel and multiple task areas.
Government/customer stakeholder coordination experience.
Experience with database, data-management, automation, or IT-modernization activities.
Technical documentation/SOP experience.
Strong written and verbal communication skills.
Ability to serve as primary Contractor POC for technical, staffing, and performance matters.
Preferred Qualifications
Federal data-management or statistical-reporting experience.
Data warehouse/centralized repository experience.
Automated data pipeline, transformation, cleansing, and validation experience.
Data governance, access control, metadata, data dictionary, or standards experience.
Report automation/business-process modernization experience.
- DHS/Federal civilian experience.
- Section 508 experience.
