Data Analyst

Duties include: Prepares and analyzes reports for service lines related to Veteran satisfaction issues for the respective services. Analyzes trends, proposes process improvement and ensures capturing and communicating data analysis and trends to various Councils, Committees and Service meetings.

Presents executive leadership, service leaders and management with detailed reports, findings and recommendations in regards to data quality and process improvements and initiatives to improve veteran experience and satisfaction.

Makes significant contributions and/or provides technical leadership to high visibility projects to assist in identifying and resolving issues of strategic importance to the organization.

Report Generation and Distribution: Prepare, validate, and distribute regular and ad hoc reports summarizing findings and recommendations for executive leadership, service chiefs, and program managers. Analyze data to identify trends, performance benchmarks, and improvement opportunities related to Veteran satisfaction.

Conduct in-depth research and complex analyses on patient experience issues; provide expert recommendations and support special projects related to organizational improvement. Collaborates with all members of the health care team, Medical Center Administration, Site Managers' Offices and Executive Leadership.

Participate in committees, councils, process improvement teams, and other forums as required to report on data findings and support strategic planning. Present findings and recommendations clearly in both written and oral formats; interact with stakeholders in a professional, respectful, and effective manner.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Interpreting pertinent laws, policies, and regulations, applicable to business initiatives, program goals, and objectives, and using analytical methods to assess and recommend improvements for program effectiveness and management processes and systems to maintain administrative operations.

OR, Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or LL.M., (if related) or I have completed three full years of progressively higher-level graduate education leading to such a degree and which demonstrates the competencies necessary to do the work.

OR, Combination: Applicants may also combine education and experience to qualify at this level.

You must have an combination of specialized experience and education beyond masters degree. [Note: To combine education and experience, first determine how much of the qualifying experience and education you have, as a percentage of what is required for each.

Add the percentages together, and if the total is 100% or more, then the combined education and experience is qualifying for the position. EXAMPLE: To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of education beyond the first 18 semester hours (i.e. beyond the first year) by 18.

Add the two percentages together. The total percentage must equal at least 100% to qualify.]. Physical Demands: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary and the employee may sit comfortably.

May be subject to stressful situations due to short turnaround timeframes required by requests from offices within Dayton VAMC, including Offices of the Director and Associate Director. As such, this position demands emotional stability. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc.
