Primary personnel specialist at 102nd Signal Battalion advising on: staffing/reshape, position design, labor relations, career management, and automation.

Develop plans and perform program development and evaluation for the integrated personnel management program of the command.

Promotes creation and success of program objectives throughout the command: applying higher headquarters direction; providing interpretation and instructions on laws, regulations, policies, and procedures, and issuing guidance on problems.

Primary contact with higher headquarters for civilian personnel, military, and acquisition related personnel matters.

Performs first level supervisory personnel management responsibilities for military and civilian employees within the S1.

Additional Information Current DoD Employees: If a current permanent CES employee, you shall be granted administrative return rights. If not a current permanent CES employee, you may be granted administrative return rights if agreed to by your CONUS organization.

In accordance with DoD CES Personnel System Implementation Guidance for Overseas Rotations and Administrative Return Rights, employees must be able to satisfy the rotation requirement and tour limitations in DoD Instruction 1400.25 Volume 1230. CYBER EXCEPTED SERVICE POSITIONS ARE NOT SUBJECT TO THE TWO-PAGE RESUME LIMIT.

This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Appointment to this position does not confer competitive status.

Prior to appointment applicants are required to sign a statement indicating they understand the conditions of employment or assignment to the position and acknowledge the consequences of failing to meet and maintain those required conditions.

Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in DoDI 1400.25 V3005, Cyber Excepted Service, Employment and Placement. While serving a probationary period the incumbent can be terminated with limited appeal rights.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills, and abilities necessary to successfully perform the duties of the position.

Such experience is typically in or directly related to the work of the position to be filled.

Qualifying experience would be demonstrated by providing human resources advisory services to management and personnel; assisting with workforce strategy planning and initiatives; evaluating battalion personnel needs and programs to verify compliance with standard federal regulations; applying military and civilian HR procedures to process personnel actions.
