Duties of the position include but are not limited to: - You will be responsible for orientation of all newly hired EMS employees insuring a comprehensive understanding of the Environmental Management mission, vision, and established performance measures. - You will serve as the primary educator for the entire service. - You will identify training needs and develop training programs for all staff. - You will make recommendations and collaborate with the section supervisor (to which the employee is assigned) to ensure that an established training program is completed. - You will develop test criteria for newly hired staff in order to validate the adequacy of training, and ensure training is being completed within established timeframes. - You will hold primary training responsibility for EMS regarding identification, development, and implementation of any and all training to be offered by the Battle Creek VA Medical Center. - You will be responsible for establishing proficiency criteria for all EMS positions to be able to gauge if current education levels are adequate and recommend potential educational initiatives to ensure continued proficiency of EMS staff assigned roles. - You will evaluate training and education outcomes to determine if necessary, proficiencies have been achieved. - You will develop training and education plans for staff placed under a Performance Improvement Plan (PIP) and gauges success of established plan in correcting identified inefficiencies as well as reporting progress to the employee's supervisor.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/06/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization.
Specialized experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction.
Examples of qualifying specialized experience include:-Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).-Supervising or administering a training program. -Development or review of training/course materials, aids, devices, etc., and evaluation of training results. -Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have a master's or equivalent graduate degree with a major study in education or a subject area related to the position to be filled or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of some specialized experience equivalent to at least the GS-7 grade level but less than one year, and have some graduate level education but less than one year.
The computed the percentage of the requirements that are met, and the total is at least 100% of the requirement for the GS-9 grade level.
