Performs planning, coordination, oversight, administration and management of design, construction and leasing project activities. Responsibilities include reviewing design submissions, monitoring construction progress, coordinating site activities, and supporting acquisition and leasing functions as applicable.
Serves as the Contracting Officer's Representative (COR), acting as the Government's primary technical liaison with contractors and lessors, monitoring performance, inspecting work, and documenting compliance with contractual obligations.
Coordinates activities among project stakeholders including architects, engineers, contractors, leasing specialists, budget analysts, building managers and customer agencies. Prepares briefings to leadership on costs, impact, feasibility, alternatives, issues, recommendations and status of project development and implementation.
Prepares independent Government estimates and technical analyses of A/E, CM, construction, and leasing-related proposals to support acquisition and negotiation strategies. Provides technical support and participates in negotiations with contractors and lessors.
Maintains working relationships with Federal client agencies and external stakeholders to support project coordination.

If you have volunteered your service through a National Service program (e.g., Peace Corps, Americorps), we encourage you to apply and include this experience on your resume. The GS-12 salary range starts at $89,508 per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.
Specialized experience is experience applying engineering methods and techniques and construction practices related to building systems (e.g. heating, ventilation, air conditioning, architectural finishes, electrical systems, fire protection systems, or plumbing systems, etc.); defining requirements with customers; developing construction cost estimates; inspecting construction; administering construction contracts; and reading and interpreting engineering and architectural plans and specifications.
Such experience must also include independently managing projects and/or large portions of projects (balance scope/quality, schedule and budget) requiring the services of multiple disciplines from project initiation phase through project closeout.
