Supervisory Civil Engineer (Highway) (Technical Services Branch Chief) (DIRECT HIRE)

As the Supervisory Civil Engineer (Highway)(Technical Services Branch Chief), you will: Provide technical leadership and management of multidisciplinary engineering services (geotechnical, hydraulics, pavements, traffic, safety, design support, and project support).

Serve as a member of the Division Leadership Team (DLT), providing national and divisional strategic planning and direction aligned with United States Department of Transportation (USDOT) and Federal Highway Administration (FHWA) goals.

Provide technical leadership and expert guidance during construction and oversee engineering services and Plans, Specifications, and Estimates (PS&Es) developed by Architect and Engineer (A/E) contractors. Manage staff, resources, staffing needs, training, and organizational priorities through subordinate supervisors and team leaders.

Coordinate across FHWA and partner offices to ensure project delivery meets scope, schedule, cost, and quality requirements. The ideal candidate for this position is an experienced career professional engineer who is mission focused and has experience leading and motivating employees.

The incumbent should be comfortable interacting with a wide range of stakeholders, supervising and leading staff, and serving as an agency representative when working with Federal Land Management Agencies on highway design technical discipline issues.

The incumbent should have extensive knowledge and experience in infrastructure engineering, financial, and project delivery processes and requirements needed to provide technical discipline support to the Division and the Federal Lands Highway (FLH) partners.

To meet the minimum qualifications for this position, you must meet the mandatory education and specialized experience requirements.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience managing teams related to civil and/or highway design disciplines; and Experience providing planning, direction and oversight for the management of technical engineering functions; and Experience leading the development and design of highway and bridge projects.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Civil Engineering - Knowledge of the concepts, principles, theories, and methods required to plan, design, construct, operate, and maintain facilities such as buildings, transportation systems, water and sanitary systems, and other public works systems.

Transportation Engineering - Knowledge of the concepts, principles, theories, and methods applicable to planning, designing, and constructing of transportation systems including traffic analysis, signal analysis, highway capacity, pavement design, bridge construction, planning of transportation projects, environmental analysis of transportation facilities, and transportation network analysis.

Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. Communications - Expresses information (for example, ideas or facts) to individuals or groups effectively. Makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Writes in a clear, concise, organized, and convincing manner for the intended audience.
