SUPERVISORY CARTOGRAPHER

Plans, organizes, and directs the activities of 99th CES/Programs Flight, ensuring that Technical Support (CEPT) complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities.

Represents 99th CES/Programs Flight, Installation Geospatial office with a variety of installation and functional area organizations. Manages, develops and maintains the installation geospatial mapping information, facility floorplan, and engineering record drawing management program for the installations and Wing.

Provides training, material resources, information security, contingency and emergency management support.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Cartography Series 1370.

BASIC REQUIREMENT: Education: Degree in cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics.

Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing.

The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).

OR Combination of education and experience -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education (https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1300/cartography-series-1370/) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.

Examples of specialized experience includes knowledge of geospatial concepts, theories, principles and their applications to geospatial practices, operations, and analysis (eg.

GIS, CADD, BIM, GPS) to manage jurisdictional areas (eg. military installations, municipalities, utility districts, etc.) and their facilities; Knowledge of safety and security regulations, practices, and procedures; Knowledge of industry spatial data standards (eg.

AEC CADD, FGDC, SDSFIE, etc.), functional work area disciplines (eg. engineering, planning, utilities, communications, security, safety, environmental management, emergency response, etc.) and business processes to support these functional requirements; Knowledge in GIS, CADD, database management, surveying software and equipment use including knowledge of the capabilities, limitations, and employment of commercial-off- the-shelf software and equipment used by industry such as Autodesk, ESRI, Trimble.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.

TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of geospatial concepts, theories, principles and their applications to geospatial practices, operations, and analysis (eg.

AEC CADD, FGDC, SDSFIE, etc.), functional work area disciplines (eg. engineering, planning, utilities, communications, security, safety, environmental management, emergency response, etc.) and business processes to support these functional requirements. 6.

Skills and professional knowledge in GIS, CADD, database management, surveying software and equipment use including knowledge of the capabilities, limitations, and employment of commercial-off- the-shelf software and equipment used by industry such as Autodesk, ESRI, Trimble. 7. Ability to train in instructor-led and on-the-job environments.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
