The CSAR is a component of API with national-level responsibilities for healthcare data analysis and reporting in VA/VHA.

API utilizes the many interdependent data systems and applications across VHA to generate insights into health system performance and to provide VHA clinicians, managers, and leaders with timely, accurate information needed for improving the care of Veterans. Represents on national workgroups, Congressional briefings and interagency meetings.

Leads and facilitates cross-functional working groups, ad hoc task forces and stakeholder engagement activities. Directly supervises a dispersed team of GS-12 through GS-14. Directs the daily operations and analytical development activities of three CSAR program teams.

Performs analysis of the economic impact, feasibility, practically and effectiveness of existing and proposed VHA standards, regulations, programs and policies related to healthcare data management. Serves as a liaison to national workgroups, special studies and taskforce activities.

Works across the organization with VACO program offices, VISNs, CMS, DoD, and academic partners to develop and propose data collection, analysis, and reporting approaches.

Oversees the development and refinement of analytical models and metrics - including SAIL domains and benchmarking methodology, risk stratification systems, Statistical Process Control trigger systems, Post-Acute Care Patient Safety Metrics, and Rare Event Monitor systems.

Serves as an agency expert on the analytical performance monitoring of national healthcare programs, developing and overseeing data collection and analysis plans. Develops and oversees program-level performance monitoring plans for CSAR operations. This is a non-bargaining position. Work Schedule: 8:00am to 4:30pm, Monday through Friday.

Compressed/Flexible: Yes - as determined by the agency policy. Telework: This position may be authorized for ad hoc telework. Telework eligibility will be discussed during the interview process. Ad hoc is defined as occasional, non-recurring telework. Virtual: This position may be authorized for Virtual Work.

Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space.

Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/27/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Selective Placement Factor (SPF) A competency/KSAs or special qualification without which a candidate could not perform the duties of a position in a satisfactory manner. Selective factors are applied in addition to minimum qualifications. Applicants who do not meet a selective factor are ineligible for further consideration.

Selective Placement Factors for this position include: 1. Applicant must have expertise in application and report development, direct and develop charting tools, including Statistical Process Control (SPC) charts, hybrid X-mR charts, EWMA charts, and G-charts. 2. Applicant must have experience supervising a large team of technical staff.

You must have one year of specialized experience equivalent to the next lower grade (GS-14).

Specialized experience equivalent to the next lower grade includes, but is not limited to: Experience performing analysis of the economic impact, feasibility, practicality, and effectiveness of existing and proposed VHA standards, regulations, programs, and policies related to healthcare data management, quality reporting, and performance analytics, translating legislative intent and policy initiatives into actionable data plans and program-specific guidance that carry out VHA's mission to deliver quality patient care.

Experience representing national workgroups, Congressional briefings, and interagency meetings - including contacts with CMS, DoD, NIH, GAO, Joint Commission, and Congressional staff - delivering oral and written briefings on complex analytical findings, data models, and healthcare performance metrics to audiences with divergent viewpoints, goals, and technical backgrounds.

Experience leading and facilitating cross-functional working groups, ad hoc taskforces, and stakeholder engagement activities across VACO program offices, VISNs, and external partners building consensus on data collection methodologies, analytical models, and performance reporting approaches, using negotiation, conflict resolution, and persuasive communication to overcome organizational resistance and competing priorities.

Ability to direct the daily operations and analytical development activities of three CSAR program teams - Innovations & Analytics, Information Integration, and Analytic Reporting & Education - setting priorities, assigning work, establishing timelines and deliverables, and evaluating the timeliness and quality of outputs to ensure all active VA-wide analytic and reporting projects meet high standards of relevance, accuracy, and mission alignment.

Knowledge serving as an agency expert on the analytical performance monitoring of national healthcare programs, developing and overseeing data collection and analysis plans - incorporating all strategic and precedent-setting issues.
