Program Analyst

The duties may include, but are not limited to

Managing projects for IT systems contracts, cooperative agreements, and other organic agriculture-related technology activities for the program as well as developing and authoring IT contracts.

Serving as a leader, analyst and advisor in planning and conducting engagement and development work for NOP’s organic information technology systems

Serving as the primary business and requirement analyst in the identification of functional and system requirements and ensures coordination and prioritizing of system requirements meet AMS/NOP needs and align with USDA IT requirements

Developing and implementing system/software user rollout plans and leading training development and delivery once projects are ready to deploy.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Managing a portfolio or collection of information technology software solutions on behalf of a business or government unit, serving as the user or business representative to drive system completion.

Developing budgets, contracts, justification summaries, release and sprint plans and summaries, and roll-out plans to support system acquisitions. Collecting, aligning, prioritizing and sequencing user-side business requirements and communicating user stories and needs to IT staff and software development teams.

This education must have been successfully completed and obtained from an accredited school, college, or university.
