SUPERVISORY AUDITOR (Assistant Inspector General for Audit)

Manages all DISA OIG audit operations, functions and personnel; internal and external audit follow-up activities; and the Corrective Action Report (CAR) process to promote effectiveness in DISA programs and operations.

Formulates, interprets and provides oversight of DISA OIG’s audit and liaison program policy and processes.

Designs, implements, and evaluates the effectiveness of internal audit quality management programs to assist the OIG in achieving and maintaining acceptable levels of quality for meeting Generally Accepted Government Auditing Standards (GAGAS).

Provides expert advice to DISA OIG, internal leaders, and external officials on matters of audit engagement and follow-up, IT programs and structures, communication, contracting, and finance.

Participates in OIG strategic and audit planning; continually reviews, evaluates, and adjusts Audit Division goals and objectives; and formulates annual and multi-year work plans and schedules for the Audit Division and contracted audit work.

At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality.

This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-14) in the Federal service, which demonstrates the ability to perform the duties of the position.

Specialized experience is defined as: One year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service or private sector that demonstrates: 1) leading the planning and execution of performance audits, inspections, evaluations, and/or reviews in accordance with Generally Accepted Government Auditing Standards (GAGAS); 2) developing strategic, multi-year audit plans based on comprehensive risk assessments; 3) formulating audit policies and providing advisory services to senior leadership regarding audit findings and corrective action processes.

Time-in-Grade: Current or former federal employees who have held a GS-14 position or higher in the preceding 52 weeks on a permanent competitive appointment may be considered.
