Auditor (Performance) - TERM

As an Auditor, you will be responsible for assisting in: Identifying new areas for audit and planning new engagements by submitting audit proposals that support the OIG strategic plan as well as detail the benefit of committing resources to performing the work; Developing program guides that address the audit objectives and provide a clear path for developing convincing findings and actionable recommendations.

Exercising technical direction over the collection and analysis of all data; and ensuring that evidence collected is sufficient, relevant, and competent and properly documented and reviewed in the audit work papers.

Providing effective team leadership including: (1) proactively identifying and resolving problems that could impact project goals; (2) establishing priorities and adjusting schedules to accomplish the work as timely as possible; and (3) effectively utilizing resources.

Informing the project manager of progress, as well as issues that need to be addressed to keep the project on track. Drafting audit reports that provides a logical structure for results presentation, answer the audit objectives and ensuring all elements of a finding are supported by the data.

Developing the message and drafting significant portions of other products, such as briefings, message meetings, reports, testimonies, and/or fact sheets; and ensuring all products are clear, convincing, accurate, and thorough.

Planning for and participating in key meetings with program officials of audited activities to obtain information and advise them of audit progress. Communicating clearly and professionally in writing and verbally with individuals internal and external to the SBA OIG.

Using creative and innovative approaches to identify new audit techniques and methods.

To qualify for this position, applicants must meet the Basic Requirements IN ADDITION TO Specialized Experience and Education Requirements listed below.

Basic Requirement: GS-0511 Series Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting; OR Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge.

The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

Specialized Experience and Education Requirements: To qualify at the GS-9 level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 level that includes serving on an audit team and assisting in performing audit tasks to include: researching laws, regulations, guidelines, or procedures for projects or assignments; collecting, organizing or analyzing information; ensuring that evidence collected is sufficient, relevant, competent and properly documented; contributing to the development of audit findings that are convincing and well-supported and contain all required elements; participating in meetings with key officials of the audited activities to obtain necessary information and discuss audit findings; and preparing segments of audit or inspection reports that provide a logical structure for presenting the audit results; OR 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g.

Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
