Auditor (Senior Auditor)

Ensures that quantitative methods and computerized auditing techniques are being utilized as appropriate in the audit process and reports.

Communicates DCAA audit services and maintains audit liaison with acquisition officials.

Responsible for applying all relevant concepts, policies, and principles—including GAGAS, GAAS, and fiscal law to ensure audit objectives are met in full compliance with established standards.

Serves as a member of a participative work team (PWT) of professional auditors and may be required to provide temporary duty (TDY) assistance to the Saudi Arabia Suboffice based on staffing and workload demands

Oversee the audit lifecycle by evaluating audit programs, monitoring progress, and reviewing all documentation to ensure work is accomplished in accordance with GAGAS and GAAS

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

Basic Requirements:Degree: accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours (or 36 quarter hours) in accounting (may include up to 6 hours of business law).

OR Combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours (or 36 quarter hours) in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor.

Specialized Experience: In addition to meeting the basic requirements, you must have one year of specialized experience at the GS-11 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as: independently executed end-to-end audit assignments, from risk assessment and planning to execution.

Evaluated and tested accounting systems, cost representations, and internal controls for compliance with governing standards. Prepared comprehensive working papers and drafted detailed reports to communicate findings, conclusions, and recommendations to management.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Performance Appraisal: Hiring Managers use objective methods and consider previous performance appraisals and awards in the selection process. Current Federal Civilian employees may provide copy of their most recent performance appraisal during application process. PAY: Locality Pay does not apply to the Europe Branch Office (EBO).

U.S. locality pay will be discontinued upon assignment. Currently, employees assigned to the EBO in Wiesbaden receive Post (Cost of Living Allowance) and Living Quarters Allowance (LQA), both are nontaxable.

Overseas allowances fluctuate based on the Euro exchange rate.Post allowance is a non-taxable cost of living allowance granted to employees stationed at a post or foreign area where the cost of living, exclusive of quarters costs, is substantially higher than in Washington, DC.

Post allowance is not based on a percentage of your salary, but is a cost index percentage between the Washington, DC area and the assigned post, and is based upon the number of eligible family members residing at the post and the base salary.

PCS: Relocation expenses reimbursed - Yes - You may qualify for reimbursement of relocation expenses in accordance with agency policy. MEDICAL FACILITIES: Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.

If an employee brings a family member to an overseas location who requires medical or dental care, then the employee will be responsible for obtaining and paying for such care. The closest military hospital is approximately a one-hour drive from Wiesbaden.

SPONSOR: When the auditor is selected, and security clearance has been received, a sponsor will be assigned to the selectee and the family to offer assistance in getting settled in Germany. There will be enough lead time to allow the sponsor to communicate with the selectee and the family to answer any questions or special concerns.

PETS are welcomed in Germany as it is not uncommon to see them with their owners in local restaurants. The costs associated with bringing a pet overseas, including transportation, quarantine and the added hotel costs incurred when housing a pet in your temporary quarters, may not be reimbursable.
