Supervisory Aerospace Engineer (Deputy Director of Operational Safety)

Manages the work of a large, multi-level organization typically through subordinate managers.

Assists the Executive Director of Operation Safety with managing a multi-disciplined and multi-level organization comprised of engineering, technical, and professional positions, multiple divisions across the county, and numerous contracts and research projects.

Integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments (program, budget, etc) for a major organization.

Applies analytical expertise to evaluate complex ASA programs that cross disciplines and that are technical in nature to effectively provide sound advice and guidance necessary to effectively support the commercial space transportation.

Work includes complex projects/programs based on the objectives of the major subdivision, the LOB/SO, and frequently the FAA. Serves in the full capacity of the Executive Director in their absence.

Managerial duties typically affect managers and employees for more than one organizational unit/project/program, and include: strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.

Creates and maintains a climate of positive human relations and open communication within the organization. Establishes means by which employees can effectively contribute to the accomplishment of FAA goals and objectives.

Responsible for the oversight and integration of agency efforts to ensure the public health and safety through the licensing of commercial space launches and reentries and launch site operations, performing compliance monitoring at launch events and monitoring FAA licensed, permitted and otherwise regulated commercial space transportation activities to ensure compliance with FAA regulations.

Oversees the long-range strategic planning and shorter-term tactical measures to integrate the ASA functions. Directs planning and execution of policies, standards, and procedures relating to commercial space transportation licensing, safety oversight, and operations regulated and monitored by the FAA.

Formulates and executes strategies to ensure that Commercial Space Transportation policies and operations support continual improvement of service to customers. Regularly reviews projects and programs to make sure that they are aligned with long and short-term FAA goals, objectives, and plans.

Establishes and refines Commercial Space Transportation objectives to support those goals and plans.

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-K, FG/GS-15 level.

This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as: Experience providing technical leadership and guidance in developing new and innovative concepts and approaches within the aviation or aerospace industry; and Experience resolving technical and policy issues affecting the regulation of the commercial space transportation industry, taking into consideration policies, rules and regulations, and industry standards.
