Develops actuarial models, studies, and analyses for Medicare Part C and Part D cost estimates, rates, policy issues, and program projections.

Prepares actuarial data, estimates, and support materials for CMS or HHS notices, Medicare Trustees Reports, and the President’s budget cycle.

Analyzes Medicare Advantage and Part D annual bids, capitation payment rates, plan bid forms, and related industry or contractor questions.

Evaluates Medicare Advantage and Part D innovation model designs, fiscal impacts, stakeholder effects, and behavioral responses.

Provides authoritative actuarial consultation, technical advice, correspondence, and presentations on Medicare and Medicaid program issues.

QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below. BASIC REQUIREMENTS: You must have a bachelor's degree that included courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science totaling at least 24 semester hours.

This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.

OR A combination of education and experience that includes BOTH of the following requirements: (1) Technical work experience in actuarial support work or in mathematics, AND (2) Completion of a minimum of 24 semester hours of courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science at a four year college or university.

This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Providing feedback on Innovation Center demonstrations; 2.

Conducting actuarial modeling to evaluate the fiscal soundness of healthcare programs; And 3. Modeling policy proposals to change the current structure of Medic.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
