You will demonstrate knowledge of DoD acquisition and life cycle management policies, procedures, and practices.

You will demonstrate knowledge of cost and economic analyses principles, techniques, and practices.

You will stratify resources against approved programs, to plan, present, and execute budges, to analyze budget impacts on programs, and to forecast long-term funding requirements.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Supervise division of civilian accountants and financial analysts to provide financial reporting and Navy ERP month-end and year-end close support; 2) Serve as subject matter expert for financial reporting policy and procedures and audit readiness control activities in the financial reporting process; 3) Provide oversight and management for all aspects of NAVAIR HQ financial reporting, to include analysis of DDRS and Navy ERP trial balances for accuracy, completeness, and timeliness, and resolving discrepancies as needed; 4) Provide oversight and management of Navy ERP Asset records to provide asset management and accountability for NAVAIR and Navy property; 5) Provide BSO-specific Accounting subject matter expertise in support of ASN(FM&C) Financial Management Transformation (FMT) initiatives in Audit, Budgetary Reform and IT Systems Consolidations.
