Reviews and analyzes internal accounting reports to assure the proper integration of data from the division and recommends to operating and management officials at all levels of the agency corrective action to correct imbalances.
Conveys policies, procedures, regulations and directives of the OMB, Treasury, and General Accounting Office to interested persons.
Ensures compliance with the regulations of FSIS, USDA and other Federal Departments, which includes Treasury Department, Office of Management and Budget (OMB), General Accounting Office, Federal Accounting Standards Advisory Board, etc.
Serves as a Senior Accountant and participates fully with the Branch Chief in the development, coordination and implementation of financial programs reporting requirements, financial oversight, policies, procedures, regulations and controls.
Recommends necessary changes to obtain maximum efficiency and economy of operations.
Develops/reviews SOPs, instructions, and provides training to FSIS personnel as required/requested on accounting matters or financial systems/subsystems processes and provides assistance to program officials on accounting operations/procedures.
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service that includes: Providing technical guidance to obtain efficiency and economy of operations; Solving problems with regulations, financial reporting, reimbursable rate calculations, and organizational and functional operations; Interpreting and evaluating financial and management data; and Developing and evaluating proposals to integrate administrative support or functional program accounting systems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
