As a Staff Accountant (Financial Reporting Accountant), GS-0510-13, your typical work assignments may include: Applying knowledge and understanding of the Federal financial reporting in compliance with the Generally Accepted Accounting Principles (GAAP) and the pronouncements issued by the Federal Accounting Standards Advisory Board (FASAB).

Reviewing, analyzing, compiling, reconciling and reporting the financial data on a monthly, quarterly or annual basis in accordance with accounting standards. Presenting oral briefings and expressing information, ideas or facts in a manner that effectively conveys the results of analysis, alternatives and recommendations.

Preparing and submitting the NLRB's financial statements, notes, supporting schedules in accordance with GAAP and the required supplementary data included in the annual Performance and Accountability Report.

Identifying and resolving complex or controversial accounting issues and use sound judgement to generate and evaluate alternatives, and to make recommendations.

IDEAL CANDIDATE STATEMENT The ideal candidate for the Staff Accountant possesses expert knowledge of the concepts, principles and practices of accounting to include auditing and financial management.

The candidate demonstrates meticulous analytical skills and shows initiative conceiving new approaches and/or resolving complex issues using independent judgment. Exemplary communication skills desired. BASIC EDUCATIONAL REQUIREMENT: To be qualified for this position, applicants must meet the basic educational requirements below.

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard.

Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality.

This can include up to 6 hours of business law; or A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to the BASIC EDUCATIONAL REQUIREMENT, applicants must also meet the following: MINIMUM QUALIFICATIONS Applicants must have one year of specialized experience, equivalent to the GS-12 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of the Staff Accountant (Financial Reporting Accountant) at the GS-13 grade level.

Specialized experience includes: Experience preparing and maintaining financial reports, records, or general ledgers within the financial system; and Experience applying proprietary and budgetary accounting knowledge to analyze, reconcile and validate transactions recorded in the financial system in accordance with the United States General Ledger (USSGL); and Experience preparing and analyzing consolidated financial statements and external reports (i.e.

GTAS and TROR and/or equivalency). This experience must be fully supported and articulated in your resume to receive consideration.
