Serves as professional staff accountant specializing in the area of accounting policy and control for the US Army Network Enterprise Technology Command (NETCOM).
Develop policy and practices, provide guidance, and review the propriety of use of operating funds and contracts for subordinate commands, installations and elements of NETCOM.
Conduct a Quality Assurance Program that includes accounting assistance to all elements throughout NETCOM.
Administer the operation funds program concerning accounting practices.
Review all GAO, DAS, AAA, and internal review reports on financial operations to determine problem areas.
Devise and issue accounting policies and procedures to implement and enhance the Army Financial Management Improvement Program.
Apprise commanders and staff elements at all levels of responsibilities, authority and control requirements for accounting and financial management.

Current Civilian Employees of the Organization Applying to Cyber Excepted Service (CES) Positions This position is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure.
Army CES positions apply Veteran's Preference to preference eligible candidates, as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 3005, "CES Employment and Placement".

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B.
Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality.
This can include up to 6 hours of business law; OR A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
AND C. Specialized Experience: To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position.
Such experience is typically in or directly related to the work of the position to be filled.
Specialized experience would be demonstrated by researching current DoD/Army accounting and finance policy to ensure command compliance; utilizing automated army financial systems, such as GFEBS and STANFINS; analyzing financial reports, identifying issues, and providing recommended solutions; independently apply analytical and evaluative methods and techniques to identify discrepancies resulting from system interfaces; and providing sound managerial accounting advice and assistance to various personnel.
